Customers egressing traffic to Cloudflare prefixes sourced from a GCP project within the same region (NA, EMEA, APAC) would get discounting applied automatically. 
The invoice item will have written similar to this:
"Compute Engine Network Egress via Carrier Peering Network - Americas Based..."
